Background

DRC has been operating in West Africa since 1998. The DRC West Africa Regional Office (hereafter: WARO) is based in Dakar, Senegal, and covers six countries outside of Senegal. Led by the Regional Director, the DRC WARO oversees, supports and provides strategic directions for DRC’s Country Offices within the region, which currently includes Mali, Burkina Faso, the Niger, Nigeria, Cameroon and the Central African Republic.

Purpose

Based in the DRC WARO, the Accountability Trainee will support the establishment of a Feedback and Report Complain Mechanism (hereafter: FCRM) for the region of West Africa, by taking the lead in the preparation of such Mechanism in terms of documentation, guidelines, policies, procedures and assessment of needs and actions. The Accountability Trainee will also contribute to the reinforcement of the Code of Conduct Mechanism. The Trainee will work intensively with the Support Services and the Programmes.

Duties and Responsibilities

  • Under the management of the Regional Head of Support services, and with the technical supervision of the Regional Protection Coordinator, the Accountability Trainee will have the following activities and tasks:
  • Support in establishing a FCRM for the West Africa Region, which includes doing research work, translating documents from English language to French language, developing some specific documents, assessing the needs, identifying the actions and steps to be taken, and involving the relevant stakeholders and senior management member;
  • Reinforce the Code of Conduct Reporting Mechanism by developing new tools;
  • Ensure the follow-up of the complaints related to the Code of Conduct Reporting Mechanism;
  • Ensure the good working relationship, in terms of information updates but also review of documents, with the DRC Global Accountability and Participation Advisor and any relevant colleague of DRC Global for Accountability;
  • Assume the follow-up on any development by DRC and in the countries covered by the WARO in terms of Code of Conduct and FCRM initiative (inquiry; question, new tool; ne process; etc.);
  • Contribute to organize the trainings related to the Code of Conduct, the CHS and the FCRM;
  • In coordination with relevant staff, design, coordinate and organize the launch of the FCRM in a dedicated place.
  • All the tasks mentioned above will be primarily, if not exclusively, done from DRC WARO.
  • In addition to the above, the Accountability Trainee may be asked to carry out other duties requested by the Regional Protection Coordinator, the Regional Head of Programmes and/or the Regional Head of Support Services.

Required Qualifications

  • Post-graduate degree/ University Degree (Bachelor or Master) in International Development/ Development Studies, International Relations, Economics, Political Science/ Public Affairs, Business Administration or Management, or another relevant field is required;
  • Good knowledge in accountability, ethics, human-rights and core humanitarian values;
  • Proven experience related to ethics or human rights or accountability;
  • Significant experience in procurement and tender processes;
  • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate;
  • Full professional fluency in French language (80% of the professional communication in this position will be done in French, including almost all the communication within the WARO);
  • Proficiency (written and spoken of the English language;
  • Understanding of the different contexts of the West Africa Region;
  • Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required.
