Overview of the functions of the post

This position falls under the overall authority of the Assistant Director General for Education, guidance from the Director of the Regional Office for West Africa (Sahel), and direct supervision of the Senior Project Officer (Education for Health and Well-being). The Regional Communications Officer is responsible for managing the Education for Health and Well-being (EHW) communications portfolio in West and Central Africa (WCA), specifically, the “Our Rights, Our Lives, Our Future” (O3) Programme. S/he will be responsible for developing communication and advocacy strategies, and monitoring the impact of communication efforts to enhance the visibility of UNESCO’s activities in EHW. More particularly the incumbent will:

Long Description

  • Lead the development, implementation and monitoring of the O3 regional communications strategy and plan.
  • Development and execution of advocacy campaigns, particularly to secure the endorsement of a ministerial commitment on comprehensive sexuality education and sexual & reproductive health services to young people in WCA (the WCA Commitment).
  • Ensure that the O3 Communication is integrated into the overall Communication Strategy of the Regional Office.
  • Write communications products such as briefs, articles, press releases, presentations, position papers, routine donor reports, etc. to support the objectives of the O3 programme.
  • Contract and manage translation services and validation of content in publications.
  • Work with various stakehokders including the communication sector in UNESCO, the UN system and partner organisations (Technical Working Groups) to strengthen coverage and visibility.
  • Enlist prominent individuals or opinion leaders to serve as ambassadors/champions to enhance visibility of issues affecting the health and education of youth in WCA.
  • Contracting and managing editors and graphic designers as needed for donor reports, lessons learnt and other publications.
  • Manage production and design of branded advocacy campaign materials, including copywriting.
  • Work with web designer to create a digital platform for the WCA Commitment and upload relevant content.
  • Work closely with developers to support ongoing content development/management and user-testing and monitoring of  the Hello Ado application.
  • Support monitoring of youth engagement on Hello Ado mobile application.
  • Develop templates to support documentation of best practices and “lessons learnt”.
  • Document and disseminate best practices in engaging governments and other stakeholders in the region.
  • Coordinate dissemination of reports and other publications produced or commissioned by UNESCO.

Required qualifications

Education

Advanced university degree (Master’s degree or equivalent) in Communications, Journalism, Public Relations, Marketing or relevant Political or Social Sciences.

Work Experience

  • Minimum 4 years of relevant professional experience in the field of communication, of which preferably two years acquired at the international level.
  • Experience  in working with civil society, multi-lateral agencies, and international non-government organisations.

Skills/Competencies

  • Excellent writing skills.
  • Knowledge of education, sexual and reproductive health, or gender-based violence.
  • Understanding of traditional and new media.
  • Computer literacy (MS Office).
  • Excellent interpersonal skills, tact and diplomacy.
  • Credibility and confidence, with high level representational and partnership building skills, involving a wide range of partners (including relevant Ministries, UNAIDS Cosponsors, donors and civil society).

Languages

Excellent knowledge of French (oral and written).

Desirable qualifications

Education

Academic or professional qualifications  in communication and education, including the thematic in areas of sexuality education, gender, health and education.

Skills/Competencies

Experience in web management or publication design software.
