- Operational support
The RIDFO will contribute to the planning and implementation of the FFR strategy and operations on PRIME programme in the region where S/he is mapped. The RIDFO will help develop the PRIME country strategic action plans and support their implementation by coordinating day-to-day activities with programme partners in the countries under direct supervision.
- Regional and global advocacy
The RIDFO will support the FFR in its operations and policy engagement within the scope of the assignment and will collaborate with key partners and stakeholders in the countries under direct supervision.
- Knowledge Management and dissemination
The RIDFO will also support the knowledge management, communication and awareness campaign at regional level to expand partnerships and create new ones. S/He will also serve as a PMI resource person for IFAD’s regional divisions on the specific thematic areas of remittances and development.
- Support remittance country action plans development and implementation
- Identify key PRIME stakeholders and organize meetings and workshops in designated country portfolios;
- Provide technical expertise in the formulation of PRIME country strategic action plans in accordance with existing FFR guidelines and technical opportunities;
- Provide technical expertise to develop a pipeline for remittance projects in select countries. Remittance projects may include products and services that would lead to reduction in remittance transfer costs and linking remittances to broader financial inclusion plans in each country;
- Undertake project missions as needed.
- Deepen the engagement with governments, policymakers, regulators, and key stakeholders in the remittance ecosystem to advance IFAD/FFR advocacy efforts and policy agenda related to selected country remittance strategy;
- Serve as the IFAD focal point in the HUB in local working groups on emittances and provide inputs for a conducive policy and regulatory environment that leads to reduced remittance costs, enhanced regulatory frameworks, and higher uptake of remittance-linked financial products;
- Facilitate proper alignment of PRIME activities and resources with IFAD corporate priorities and collaborates with FFR stakeholders;
- Review proposals for small and large grants, and loans related with opportunities for mainstreaming PRIME objectives on remittances and financial inclusion in IFAD’ s corporate portfolio, as required;
- Provide technical, analytical inputs to IFAD country strategic opportunity papers (COSOPs), project designs as well as to other policy documents related to remittances, migration and development, where relevant and requested.
- Support for a community of practice in the field of remittances with all relevant stakeholders from the public and private sector as well as the civil society, including industry associations and other development partners;
- Build partnerships with technical organizations, NGOs, and specialized departments of other development agencies as potential operational and strategic partners at regional and country levels to coordinate implementation of the remittance agenda at country level;
- Strengthen FFR’s representation and communication in technical issues (including representing IFAD at national or regional or inter-agency meetings, seminars and conferences fora);
- Undertake meetings and discussions with stakeholders and partners to strengthen delivery of PRIME country remittance strategy;
- Coordinate and maintain national stakeholder platform on all the countries assigned to the RIDFO;
- Support the FFR Secretariat with content development for executive presentations and reports in order to communicate and achieve buy-in for policy and regulatory recommendations in the remittance sector.
- Coordinate the sharing of knowledge and experiences generated through activities such as analytical studies and grants with colleagues in the FFR, the relevant IFAD hub, as well as the division;
- Ensure the visibility of FFR and IFAD, and actively participate in regional policy discussions and seminars;
- Conduct relevant knowledge development and dissemination with institutions outside of IFAD within the region concerned and national institutions, disseminating knowledge and lessons learned with peers, counterparts and stakeholders through drafting of Occasional Papers, journal articles, seminars and workshops, through electronic media (e.g. web resource platforms and social media) and the development of new knowledge products and operational tools that are informed by learning from the field;
- Support the FFR KM team in extracting lessons learned and drafting dissemination products on projects in-country assigned to the RIDFO;
- Work closely with FFR Secretariat to ensure that policy advocacy and outreach is strongly grounded in the experience and insights of the projects that the FFR supports.
Monitoring, Evaluation and Reporting
- Continuous supervision of PRIME projects as per action plans: (i) maintain updated status of project deliverables; (ii) review periodical progress reports submitted by project implementors; (iii) recommend timely actions from FFR leading to successful project completion; (iv) identify best practices for KM specialist to further assess and compile; (v) review final project reports and assess the level of achievement of outputs and outcomes;
- Provide technical expertise to develop monitoring and evaluation criteria for technical components of projects;
- Implement performance monitoring systems and new approaches to performance monitoring;
- Prepare analytical findings and reports for FFR and country-level decision making on project viability and sustainability;
- Liaise with PRIME partners for the collection and review of ad-hoc operational and financial reports, cross-checking and supporting documentation of all final data for annual narrative and financial reports to be submitted to donors.

- Proven and strong technical expertise at the country level in remittances, financial inclusion (diaspora investment practical expertise is a great asset);

- At least 5 years increasing responsibility and experience in development initiatives in the field in remittances, digital payments, rural finance, financial inclusion and development related issues. At least two years of specific hands-on experience in remittances and or digital finance is mandatory. Experience in fieldwork and international policy frameworks related to global environment, and rural development is highly desirable.
