Organizational Setting
Within the Fisheries and Aquaculture Department, the Marine and Inland Fisheries Branch (FIAF) has been supporting the implementation of the projects » Protection of the Canary Current Large Marine Ecosystem » (CCLME) through which the 7 beneficiary countries (Morocco, Mauritania, Senegal, The Gambia, Cabo Verde, Guinea-Bissau and Guinea) developed a Strategic Action Programme to support the sustainable management of the Canary Current Large Marine Ecosystem. To provide initial support to SAP implementation and to capitalize on the momentum and partnerships built during the previous phase of the CCLME project, FIAF supported the development of a Global Environment Facility (GEF) Medium Sized project « Towards sustainable management of the Canary Current Large Marine Ecosystem project, pending the preparation of a full size project. The project aims to create enabling conditions for the effective implementation of the CCLME SAP. To achieve this objective, the project will implement a set of activities in the framework of the following three components:
- Component 1: Strengthening partnerships and fostering investment for CCLME SAP implementation
- Component 2: Strengthening knowledge, management and capacity of fisheries institutions and communities for the sustainable use of transboundary fisheries resources and associated ecosystems
- Component 3: Communication, monitoring and evaluation
The expected project duration is 18 months with FAO serving as the GEF agency, with the Fishery Committee for the Eastern Central Atlantic (CECAF) as the executing entity.
Reporting Lines
The Chief Technical Adviser reports to Senior Fishery Officer/Branch Head, Marine and Inland Fisheries Branch (FIAF) for overall guidance on matters relating to policy, governance and management support in the fisheries sector. He/She collaborates with the CECAF Secretariat and associated technical staff, and with the FAO Regional Office for Africa.

Leadership and technical expertise for the planning, development and implementation of Programmes of work, projects, related-products, and services in accordance with FAO’s Strategic Objectives.
Key Functions
- Leads the development, implementation and evaluation on technical issues of assigned programmes/projects; directs the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies and initiates follow-up actions;
- Coordinates programmes and reviews the assessment of issues and trends for the implementation of programmes and projects as well as the preparation of impact evaluation or equivalent studies;
- Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports as well as studies, and inputs to publications;
- Directs substantive support to consultative meetings and conferences, to include the proposition of agenda topics, identifying participants, preparation of documents and presentations;
- Manages outreach activities; designs and conducts training workshops, seminars; and makes presentations on assigned topics/activities;
- Leads field missions, including provision of guidance to external consultants, government officials and other parties;
- Provides advice to develop policies and strategies as well as national protocols and guidelines for projects with specific domains related to FAO’s work.
Specific Functions
- Coordinates the project’s activities, its personnel and consultants as well as project facilities and assume the responsibility of the complete administration and implementation of the project activities;
- Supervises staff and consultants, as well oversees project facilities and equipment;
- Prepares and updates the project’s work plan and prepares the Terms of Reference of personnel/consultants to be recruited;
- Collaborates closely with the Lead Technical Officer and Operations Officer for guidance and smooth implementation of the project activities;
- Leads training activities (technical modules, consultants to be recruited, identify participants, venues etc.);
- Plans, leads and organizes the activities and a series of meetings to establish (i) recommendations on consortium and partnership agreement to support SAP implementation; (ii) a multisectoral financing strategy for SAP implementation; (iii) an agreed operational plan to implement CCLME SAP; (iv) knowledge and capacity for management for sustainable use of transboundary marine living resources in the region;
- Provides technical and logistic assistance in the implementation of marine surveys, workshops, training activities and studies identified in the project work plan;
- Develops and maintains appropriate liaison with the executing agencies of each participating country, CECAF, key Inter-governmental bodies, co-financers, the relevant FAO regional and subregional offices in Africa and other regional programmes and projects;
- Prepares, organizes and acts as the Secretary of the Project Steering Committee meetings;
- Prepares and submits 6-monthly progress reports and prepares the draft terminal report of the project;
- Supervises and edits the technical and consultants’ reports;
- Provide inputs to allow reporting on/to co-financing donors as required.
Minimum Requirements
- Advanced university degree in the marine sciences, fisheries, economics, environmental management or a related field;
- Ten years of relevant experience in research, management or conservation of aquatic ecosystems and sustainable living resources use or related field including experience in project management;
- Working knowledge of French and English (level C).

Technical/Functional Skills
- Work experience in more than one location or area of work, particularly in field positions is essential;
- Extent and relevance of experience in natural resource management, policy advice and analysis relating to fisheries management, ocean governance and ecosystem approaches in developing countries, especially in Africa;
- Extent and relevance of coordinating and implementing complex projects involving a range of partners;
- Extent and relevance of experience in establishing and maintaining partnerships with UN agencies,
- Regional Fisheries Bodies, NGOs as well as donors and government institutions and agencies;
- Extent of familiarity and working experience in the Canary Current region is desirable;
- Limited knowledge of Portuguese is an asset.
