Chemonics seeks a Regional Supply Chain Governance Consultant for the USAID Global Health Supply Chain-Technical Assistance (GHSC-TA) Francophone Task Order who will link with USAID, its regional projects (Health Policy Plus and Amplify-FP) and other donor platforms in francophone Africa to support technical approaches for enhancing leadership, governance, and commodity security. At the regional level, s/he will coordinate with other partners and donors such as the West Africa Health Organization (WAHO), Ouagadougou Partnership, Reproductive Health Supplies Coalition (RHSC), United Nations Population Fund (UNFPA), Family Planning 2020, as well as other international donors and regional initiatives to identify opportunities for collaboration and to improve commodity availability in USAID priority countries.
S/he will support efforts to adapt commercial and private sector best practices to specific country contexts in conjunction with systems strengthening efforts to improve the maturity of the supply chain across select areas of expertise. S/He will align technical approaches with USAID’s PRE (private sector engagement) and will design those approaches to support the implementation of system strengthening interventions, to enhance country procedures for supply chain management in the health sector, to build sustainability and ownership, and to enhance national leaders and managers’ capacity for the health sector.
This is position will be based in one of GHSC-TA Francophone TO’s offices in Cotonou, Dakar, Lomé or Ouagadougou or remotely in one of the aforementioned cities. This consultancy is expected to last 6 to 7 months.
Responsibilities and Duties
- Provide oversight and/or execute technical scopes of work and deliverables for relevant technical assignments and support headquarters’ team members in commodity security, supply chain human resources capacity development as it relates to leadership and governance work
- Provide guidance and support for the implementation of strategies and interventions to enhance governance and an enabling environment with emphasis on the strategic level of creating partnership and implementation mechanisms, and cooperative working relationships with stakeholders that mobilize resources in supply chain management and working with those that benefit from a well-managed supply chain
- Play an activity management and strategy role by collating information that has been analyzed by the regional Control Tower Planner (CTP) to propose recommendations to WAHO, USAID, and UNFPA via a control planning group (CPG)
- Work with partners to define the regional stakeholder role in the Global Family Planning Visibility and Analytics Network (GFPVAN), including the onboarding of countries to the platform, analysis of stock data and the development of recommendations
- Coordinate with a larger group of regional actors to further build awareness of and to engage actors with the GFPVAN via email, calls, or in-person meetings and for the adoption to the GFPVAN as a member
- Guide regional stakeholders to evaluate criteria for country readiness and capacity to onboard to the GFPVAN using the previous country selection database prepared and analyzed by RHSC and USAID
- Participate in the last mile activity’s strategic meetings and provide suggestions or recommendations for implementation
- Support the implementation process of the last mile strategy through participation in meetings with partners (eg. technical providers, Ministries of Health), review of periodic reports, and provide feedback and recommendations on implementation
- Performs other duties as assigned
Qualifications and Required Experience
- Bachelor’s degree or master’s degree (preferred) with substantial work experience in public health, health policy and governance, or supply chain for pharmaceuticals
- Minimum of 8 years’ experience in related policy, family planning and reproductive health, with experience working with governments and regional bodies desired
- Experience coordinating and working with global and regional stakeholder processes and coalitions to drive results
- Knowledge of web-based dashboards, data analysis and reporting
- Strong activity management skills, especially as it relates to results reporting
- Demonstrated ability to quickly grasp new material on the job and apply a critical thinking lens
- Able to work efficiently as part of a team, and self-motivated with strong ability to find solutions in the face of challenges
- Demonstrated ability to diplomatically engage diverse partners, including donors, technical partners, and country partners
- Excellent oral and written communication ability; able to communicate and document complex processes in a clear and concise manner
- Fluency in French and proficiency in English
- Able to engage in domestic and international travel estimated at 40% (Please note that travel may be adjusted or cancelled due to the fluidity of the ongoing pandemic)
