What is ID4D? 

Providing people with the ability to reliably assert and authenticate their identity is a key enabler for achieving the 2030 Agenda for Sustainable Development. Robust, inclusive, and responsible identification systems integrated with civil registration can lead to tangible benefits across a range of areas, such as financial inclusion, health services, social protection for the poorest and most vulnerable, and empowerment of women and girls. It is for these reasons that the international community agreed on SDG target 16.9 to, “by 2030, provide legal identity for all, including birth registration.” There is still a long way to go: as many as a billion people worldwide struggle to prove their identity. Countries and international organizations will need to make significant investments in both improving the quality and increasing the coverage of their civil registration and ID systems to achieve target 16.9 and to harness the transformational potential for identification for development.

The mission of the World Bank Group’s Identification for Development (ID4D) initiative is to enable all persons to exercise their rights and access services by helping countries realize the transformational potential of digital identification. ID4D is a cross-sectoral initiative that leverages the World Bank Group’s global expertise and knowledge from over 10 Global Practices and other units, such as digital development, social protection and jobs, health, financial inclusion, governance, gender, and legal, among others. It works closely with the private sector, philanthropic organizations, the academic community, and the United Nations system. ID4D is overseen by 10 Senior Directors and Directors from the participating units, and has a small, agile central team that serves as a hub and is led by a Program Manager.

ID4D’s work is structured under three pillars:

  • Thought leadership and analytics to generate evidence and fill knowledge gaps;
  • Global platforms and convening to amplify good practices, collaborate and raise awareness; and
  • Country and regional action to provide financial and technical assistance for the implementation of robust, inclusive and responsible digital identification systems that are integrated with civil registration.

The Opportunity

ID4D initiative is facing growing demand. The ID4D/Digital Development Specialist will help design and implement large scale digital identification programs in developing countries through World Bank financing and advisory;  convene global partners (technical experts, non-profits, foundations, and the private sector) to build awareness and answer key operational questions on the direction we should take in this emerging area; and contribute to or lead the creation of critical analytical products to help countries build and operate these systems.

Although the position is posted through the Digital Development Global Practice, this position is expected to serve a broader function for the initiative, which is co-led with the Global Practices/units noted above. The position offers the unique opportunity to gain exposure to a variety of internal units, as well as external organizations working in this space.

More specifically, the roles and responsibilities are to:

Provide strategic and operational inputs to the ID4D initiative and ideate on new areas of work.

  • Translate the strategic leadership and guidance provided by the ID4D Senior Directors into actionable program(s) to be implemented by the participating GPs/Global Themes and sectors, and in consultation with external partners;
  • Closely monitor progress in the implementation of the work program;

Facilitate country implementation of multi-sector solutions to the complex development challenges faced by our client governments.

  • Serve as a team member on operational teams (across a range of Global Practices), contribute to the preparation of World Bank project documents, provide guidance on ID good practices to project teams
  • Contribute to the policy dialogue (often working across a range of Ministries and agencies), convening, and consensus-building across stakeholders
  •  Suivi et Évaluation de Projet – Formation certifiante gratuite and support missions and provide technical guidance to help shape the design, project preparation, and management of World Bank projects.

Lead and contribute to developing analytical products in collaboration with a range of GPs/departments and external expert partners, review and provide feedback to publications, and contribute to the development of indicators to track global progress in the ID4D field;

Build and foster partnerships with relevant stakeholders, including with developing country governments, development partners (e.g. bilateral donors, foundations, UN agencies); help convene the group of stakeholders to refine shared principles and solidify shared agenda;

Strengthen knowledge sharing and advocacy around the ID4D agenda through synthesizing findings from analytical products or country project progress in concise publications, briefing notes, and well-designed presentations and sharing insights from ID4D’s work with internal as well as external audiences at conferences, seminars, and other events;

Job requirements 

  • Advanced degree and a minimum of 5 years of experience in a relevant technical discipline (public policy, engineering, economics or other-related field).  Demonstrated successes and track record of policy innovation, especially as related to ID or the broader technology, innovation, digital inclusion and its intersection with one or more development outcomes in health, financial inclusion, social protection, education, and gender is highly desirable.
  • Strong relationships with leaders and experts in the fields of digital identity and technology
  • High levels of energy, passion, and initiative to deliver outcomes and the know-how to get things done.  Explores ways to get more impactful results; sets challenging stretch goals for oneself.
  • Excellent written and oral communication in English and French. Able to synthesize, analyze, and effectively present material from a wide range of sources. Articulates ideas, verbally, and in writing, using the most effective means of delivery. Ability to quickly draft and prepare articles/short notes.
  • Excellent interpersonal skills, proven team orientation, proven ability to work effectively and collaboratively within and across institutional boundaries.  Ability to work independently, seeking guidance on complex issues from senior staff.
  • Ability to think strategically, connect the dots easily across a range of topics to develop a broader coherent approach; ability to analyze and integrate information into conclusions and recommendations.
  • Ability to deal sensitively in multi-cultural environments, experience in working in developing countries
