The United Nations hiring an Air Operations Officer.
This position is located within the United Nations Office for West Africa and the Sahel (UNOWAS) with duty station, Dakar. The Air Operations Officer will report to the Chief of Mission Support.
Job description
Within delegated authority, the Air Operations Officer will carry out the following duties:
- Manages and supervises the activities of the Aviation, Movcon and Surface Transport unit;
- Ensures that air operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, DFS Movement Control Manual, ICAO standards and recommended practices, IATA rules and procedures, and the host country’s Aeronautical Information Publications (AIPs).
- Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is/are assigned to a task to achieve the maximum safety, cost efficiency and effectiveness in the Mission support.
- Verifies the daily projected Air Tasking Orders for conformance and compliance with the requested tasks and ensures that they are published and communicated to all relevant elements in accordance with the established procedures and deadlines;
- Manages routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights and military operational flights;
- Manages the integrated search and rescue operations for UN air assets and other aircraft upon request;
- Ensures timely coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews;
- Ensures that the operational risk management is conducted for UN aviation activities in accordance with the established procedures;
- Monitors utilization of UN air assets and analyses the statistical data obtained;
- Develops, implements and reviews/revises the standard operating procedures for the related aviation processes.
- Ensures that flight crews are briefed and conversant with the UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures.
- Ensures that appropriate reference documents are current, readily available and accessible to all aircrew members and aviation personnel.
- Develops budget proposals for the Mission’s air transport, MOVCON and Surface Transport operations.
- Develops the detailed Mission’s Statement of Requirements to UNHQ for aircraft acquisition;
- Provides responses to UNHQ during aircraft technical evaluations to ensure that vendor’s proposals meet technical requirements.
- Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations.
- Analyzes, in coordination with Aviation Safety counterparts, the aviation safety reports to identify necessary correctives and preventive measures.
- Participates in the aviation accident/incident investigation activities and monitors the implementation of corrective/preventive actions;
- Manages the allocation and rotation of appropriate work assignments for all the areas under his/her responsibilities
- Coordinates the individual annual Work Plans and produces detailed performance assessments and evaluations for the subordinate staff members.
- Manages and coordinates the training courses, workshops and other related training activities.
- Liaises with other Sections, non-government and government organizations/agencies on the aviation movement matters.
- Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Air Transportation/Aviation Management, Aviation Safety Management, Aerospace/Aeronautical Engineering, or graduation from equivalent aviation military educational establishment, is required. Training as a Commercial Pilot, or a Flight Navigator, or an Aeronautical/Maintenance/Flight Engineer, or an Air Traffic Controller, or a Flight Operations Officer, or equivalent military qualification, is required. An Airline Transport Pilot License (ATPL) or its military equivalent is desirable. A first level university degree, in one of the previously mentioned areas, with a relevant combination of education, professional training, certification in air transport operations, and two (2) additional years of work experience in air transport related occupation, may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven (7) years of progressively responsible experience in air transport operations or aviation safety, with at least five (5) years of managerial experience on a position directly related to the coordination of complex air transport operations in a field mission/post-conflict environment is required.
- Knowledge of UN financial regulations and rules is desirable. Experience in safety and quality management is desirable. Experience in the use of ICAO standards and recommended practices is desirable. Experience in the management of a surface transport vehicle fleet is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, knowledge of English and French is required.
