PD Internship Programme 2021 – Smallholder Agricultural Market Support (SAMS) Intern
Programme Support Unit, Regional Bureau in Dakar, Senegal
The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. We are currently seeking motivated and qualified candidates to fill positions of the 2021 Policy and Programme Department (PD) Internship Programme.
The position will either be based in our Programme Support Unit, Regional Bureau Dakar (RBD), in Senegal, or home-based, depending on the pandemic-caused restrictions. The internship will be typically for the period of at least 3 months during June to August/September 2021.
Brief description of WFP activities and SAMS unit in RBD:
- WFP Pro-Smallholder Food Assistance programme in West African and Central countries has been mainly oriented on strengthening smallholder agriculture and promotion of market development through an integrated approach with social protection programmes, that aim to build resilience.
- SAMS unit in RBD provide technical support to country offices in designing and implementing pro-smallholder food assistance programme in line with WFP strategic results (SR3 enhance smallholder productivity and incomes/SR4 sustainable food systems).
- In the line of the Corporate Pro-Smallholder Food Assistance Strategy, Smallholder Agricultural Market Support (SAMS) portfolio includes two strategic thrusts, depending on whether support to smallholders is driven by food purchases (aiming to help smallholders able to produce marketable surpluses overcome challenges in accessing markets) or rests on theme-based interventions (aiming to address factors that undermine resilience in the fragile contexts in which WFP typically operates).
- SAMS portfolio includes activities, investments and partnerships, that leads to enhance smallholder technical and operational capacities in the area of good agriculture practices, post-harvest handling and storage, farmers organization’s governance, marketing and access to market, access to finance. This activities and investment are framed around 4 impact pathways: demand side, supply push, inclusive aggregating systems and enabling environment (market system).
- Most of countries in RBD are implementing SAMS activities in their CSP/T-ICSP. This mainstreaming and expansion is largely a result of government interest in linking Family Farming with social protection systems.
Tâches et responsabilités
Under the direct supervision of SAMS Coordinator, the PD Summer Intern will perform the following duties:
- Work closely with RBD Country Offices, specially the SAMS focal points, to provide support in the implementation of SAMS action plans and help to capture evidences and best practices
- Work closely with country offices to prepare inputs for RBD monthly update on SAMS activities progress in RBD Country Offices
- Assist the SAMS coordinator in updated SAMS intervention mapping including South-South cooperation and post-harvest losses reduction initiatives
- Perform other tasks as needed.
Qualifications and experience
- Currently enrolled with in a graduate programme and have attended classes in the past 12 months, or a recent graduate from a graduate programme (within six months prior to the application to the internship programme)
- Good understanding of issues related to food security and nutrition, value chain and market access for smallholder farmers to market
- Knowledge of the West Africa region would be an advantage.
- Familiarity with or keen interest to learn about support to smallholder farmers support and food systems
- Excellent command of English; Working knowledge of French
- Proficiency in MS Office (Word, Excel, Power Point, Outlook)
Required soft skills/WFP Competencies:
- Ability to liaise effectively with multiple functional teams
- Initiative, enthusiasm, creativity, and flexibility with excellent interpersonal skills and team spirit
Working Languages
Working knowledge of English (proficiency/level C) and French is required.
Supervision (Level/Methods of Supervision)
Under the direct supervision of Programme Policy Officer of SAMS Unit, the incumbent will be provided with close mentoring, guidance and technical supervision. Performance planning and reviews as well as learning and development discussions will be elemental part of the supervision. The Senior Regional Programme and Policy Adviser will be the second-level supervisor. With the support of a comprehensive induction package and assignment of a buddy/mentor, the intern will rapidly become a productive member of the team.
Training components
Throughout their assignment WFP interns have access to an industry leading learning platform, WeLearn. Depending on opportunities and availability of funds, he/she may participate in WFP workshops or seminars, as appropriate.
Learning Elements
At the end of the assignment, the Intern should have:
- Knowledge of WFP Smallholder Agricultural Market Support Programmes in West Africa
- Understanding of good practices on food security and nutrition, value chain, linking smallholder farmers to market across the organisation
- Strengthened communication skills and ability to build and maintain effective work relationships with team members and staff within Regional/Country Office
- A greater understanding of WFP overall operations
Information on the Country of Assignment
The name Senegal also comes from the Wolof “Sañu Gaal”, which means “Our Boat”. The country covers 197,000 km2 and has an estimated population of about 15 million. The climate is Sahelian, but there is a rainy season in between June and September.
Dakar is the capital of Senegal. An Atlantic port on the Cap-Vert peninsula. Its traditional Médina quarter is home to the Grand Mosquée, market by a towering minaret. Most of the population is Muslim (93%), mainly Sunni of Maliki school of jurisprudence with Sufi influence. Christians (principally Catholics) represent 7%. The official language is French, with a variety of national languages such as Wolof, Mandinka, Pulaar, Jola, Sérère.
The Regional Bureau (RB) is located in the very center of town in the neighborhood called Plateau, a few steps away for the National Assembly. The Plateau is also the administrative and commercial center of town where many banks, ministries and major companies have their offices. On the other hand, the WFP Senegal Country Office is located in the Almadies area, neighborhood of Ngor.
Most of the expatriates live along the South-West Coast of Dakar extending from Ngor to the Plateau where the RB is located. This includes the residential areas of Ouakam, Mermoz, Fann Residence. All these areas are connected by a coastal road called the Corniche.

- Interns receive a monthly stipend from WFP up to the maximum amount of US$1000 per month depending on the duty station of assignment.
- WFP is not responsible for living expenses, arrangements for accommodation, necessary visas and related costs.
- WFP will reimburse travel ticket for candidates who are nationals of developing countries and are pursuing their studies in their home country.
- WFP will recognize candidates’ educational credentials from recognised institutions that have been certified by competent international or national authorities such as the United Nations Educational, Scientific and Cultural Organization (UNESCO) or Ministries of Education.
- Candidates who bear any of the following relations to WFP staff members are not eligible to apply: sons, daughters, brothers or sisters.
