World Food Program recruits a PD Intern – Gender Mainstreaming

WFP is hiring a PD Intern – Gender Mainstreaming.

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. We are currently seeking motivated and qualified candidates to fill positions of the 2021 Policy and Programme Department (PD) Internship Programme.

The position will either be based in our Programme Support Unit, Regional Bureau Dakar (RBD), in Senegal, or home-based, depending on the pandemic-caused restrictions. The internship will be typically for the period of at least 3 months during June to August/September 2021.

Brief description of the regional Gender context in RBD

The RBD region is one of the largest in terms of geographical coverage, with 19 country offices covered in West and Central Africa. The majority of the region’s countries are characterized by low human development, startling global hunger index scores, widespread poverty, pervasive forms of malnutrition, and high fertility rates. Limited access to basic services and inequalities in access to services and opportunities – particularly for women and the rural poor – are characteristic of the RBD region. The region is also afflicted by devastatingly high rates of child mortality, and low levels of education. The Region presents degraded Sahelian lands, vulnerability to climate change and depends on rain-fed agriculture combined with specific challenges regarding the socio-cultural norms, economic and political context that have a direct impact on equal access to food security and nutrition.

Despite existing national and international legal frameworks and agreements meant to reduce gender-based inequalities, entrenched harmful cultural norms, and customary and religious practices often contribute to create a wedge between discourse and practice.

WFP’s Gender Policy (2015-2020) draws on the latest thinking and good practices in promoting gender equality and women’s empowerment. In the long term, the policy seeks to positively transform Gender norms through the implementation of Food assistance programmes adapted to different needs; promotion of Equal participation of women and men participate in the design, implementation, monitoring and evaluation of programmes and policies; increased Women and Girls access to Decision-making processes and protection of women, men, boys and girls from violence, and harmful practices while ensuring respect of their rights and dignity. The Gender policy has been evaluated to draw lessons from its implementation and a new strategy will be designed at global level and will inform the design of regional Gender strategies.

Duties and responsibilities

Under the direct supervision of the Regional Gender Advisor, the candidate will perform the following duties:

Gender mainstreaming

  • Support RBD in implementation of corporate gender mainstreaming tools, such as the Gender Transformation Programme, Gender and Age Marker, and the Gender Results Network.
  • Contribute to conduct analysis and desk reviews, including compiling good gender equality / transformative practices in humanitarian and development contexts
  • Coordinate awareness sessions for Country Offices staff and cooperating partners on WFP policies to strengthen gender mainstreaming
  • Follow-up on implementation of recommendations from audit, evaluation and other reviews related to protection and gender
  • Coordinate the Gender Results Network in the Country Offices

Communications and reporting

  • Support the drafting of briefs, talking points, presentations etc. for Senior Managers.
  • Provide administrative support and substantive contributions to corporate reports, publications and other information products, including liaising with WFP country offices and HQ entities.

Advocacy and campaigns

  • Contribute to the visibility of RBD activities promoting and contributing to GEWE.
  • Contribute to the dissemination of the Gender Policy
  • Contribute to gender equality and food security-related campaigns, including, the 16 Days of Activism to End
  • Gender-Based Violence and other key annual events.
  • Perform other assigned tasks.

Qualifications and experience

  • Currently enrolled with in a graduate programme and have attended classes in the past 12 months, or a recent graduate from a graduate programme (within six months prior to the application to the internship programme). Areas of expertise preferred: social sciences, gender, international development, international relations, human rights, political science, or another related field.
  • Excellent command of English; Working knowledge of French
  • Proficiency in MS Office (Word, Excel, Power Point, Outlook)
  • Good analytical and communication skills

Working Languages

Working knowledge of English and French (proficiency/level C) is required.

Supervision (Level/Methods of Supervision)

Under the direct supervision of Regional Gender Advisor, the incumbent will be provided with close mentoring, guidance and technical supervision. Performance planning and reviews as well as learning and development discussions will be elemental part of the supervision. The Regional Head of Programme will be the second-level supervisor. With the support of a comprehensive induction package and assignment of a buddy/mentor, the intern will rapidly become a productive member of the team.

Throughout their assignment WFP interns have access to an industry leading learning platform, WeLearn. Depending on opportunities and availability of funds, he/she may participate in WFP workshops or seminars, as appropriate.

The intern’s capacity and skills will be strengthened through the resources and documentation that will be made available to her/him, including the use of WFP E-learning platform which offers a wide range of training on topics related to design, planning, implementation and monitoring & evaluation of WFP programmes in general and Gender in particular. Given that this position is in a regional bureau, the intern will be exposed to field and project implementation realities and how the programmes are being delivered.

At the end of the assignment, the intern should have obtained:

  • Good skills in gender-related communications, reporting, advocacy and campaigns
  • Good general understanding of WFP’s overall operations and activities in humanitarian and development contexts
  • Good skills in programme coordination, planning, monitoring, as well as on how gender in integrated in food security and nutrition policies and programmes.

Information on the Country of Assignment

Living conditions in Dakar, Senegal

The name Senegal also comes from the Wolof “Sañu Gaal”, which means “Our Boat”. The country covers 197,000 km2 and has an estimated population of about 15 million. The climate is Sahelian, but there is a rainy season in between June and September. From June to September, temperatures vary from 30 to 35°C. First rains are expected for July.

There is no major insecurity problems in Dakar. However, it is recommended to observe the usual precautions and basic safety. It is recommended, for example to avoid walking alone when you leave the hotel at night.

Dakar is the capital of Senegal. An Atlantic port on the Cap-Vert peninsula. Its traditional Médina quarter is home to the Grand Mosquée, market by a towering minaret. Most of the population is Muslim (93%), mainly Sunni of Maliki school of jurisprudence with Sufi influence. Christians (principally Catholics) represent 7%. The official language is French, with a variety of national languages such as Wolof, Mandinka, Pulaar, Jola, Sérère.

The Regional Bureau (RB) is located in the very center of town in the neighborhood called Plateau, a few steps away for the National Assembly. The Plateau is also the administrative and commercial center of town where many banks, ministries and major companies have their offices. On the other hand, the WFP Senegal Country Office is located in the Almadies area, neighborhood of Ngor.

Most of the expatriates live along the South-West Coast of Dakar extending from Ngor to the Plateau where the RB is located. This includes the residential areas of Ouakam, Mermoz, Fann Residence. All these areas are connected by a coastal road called the Corniche.

The yellow fever vaccination is recommended as well as the anti-malaria treatment. Please bring your international vaccination card. As part of Covid19 related travel measures, a negative PCR test taken 72 hours prior to departure is required.

Interns receive a monthly stipend from WFP up to the maximum amount of US$1000 per month depending on the duty station of assignment.
