Background

USAID’s Office of Gender Equity and Women’s Empowerment (USAID/GenDev), WOCCU will develop and pilot a new Gender Lens Investment (GLI) Accelerator Kit that credit unions worldwide can integrate and use to connect women entrepreneurs with needed capital. Working with the Union of Mutuals of the Partnership for the Mobilization of Savings and Credit in Senegal (PAMECAS), a credit union association and implementation partner in Senegal, WOCCU will design and deliver a customized set of tools for credit unions to de-risk lending to women entrepreneurs and increase their access to capital.

The GLI centered implementation approach to this activity aims to:

  • Increase capital access for under-served women entrepreneurs by increasing the percentage of women accessing credit in Senegal’s credit unions, which are in PAMECAS’ network;
  • Increase performance of loans given to women in Senegalese credit union networks by a percentage increase in loan performance, which may be reflected in decreased loan delinquency and increased savings rates for women or another determined ratio; and
  • Develop a Gender Lens Investment (GLI) Accelerator Kit for Credit Unions with a set of rules and guidelines so that credit unions worldwide can integrate optimal systems to connect women with needed capital.

Scope of work

WOCCU is recruiting a gender consultant to support the initiative over the next 18 months and across 3 phases. The consultant is expected to travel within Senegal. The consultant is expected to support the project part-time.

Phase 1: Pre-Pilot (Months 1-4)

During the pre-pilot stage, WOCCU will conduct research and develop an outline of the GLI Accelerator Kit. To assess demand, WOCCU will identify: markets and market characteristics; barriers to women’s secured lending; credit unions with excess capital; existing risks and value in the value chains with a high concentration of women; PAMECAS readiness to increase credit union lending (including strategic plan, policies, financial commitment to servicing women entrepreneurs commitment, and diagnostic capacity); current methodology, product, channels, and or/use of technology to service this market; and the broader impact of capital mobilization. Phase 1 will increase awareness at the national level of GLI factors reflected through the integration of GLI into PAMECAS plans and establish a connection and collaboration between Senegalese CU loan officers and GWLN CU professionals.

Phase 2: Pilot (Months 5-16)

WOCCU will identify three to four credit unions to pilot the GLI Accelerator Kit. During the pilots, WOCCU will refine the GLI Accelerator Kit and build capacity at the national and local level to use the GLI Accelerator Kit and apply learning into credit methodologies. The pilots will improve the readiness of credit unions in the PAMECAS network to increase access to credit for women.

Phase 3: Scaling and Consolidating Learnings (Month 14-18)

WOCCU will increase integration of GLI Accelerator Kit to refine and socialize the kit in the PAMECAS network and begin to assess scalability in other countries. WOCCU will continue to disseminate and support the adoption of the kit by integrating it into the larger set of technical tools offered to global members and deploy it across their economic development programs.

Qualifications and experience

To qualify for this opportunity, the ideal candidate should have the following skills and experiences:

  • Minimum bachelor’s degree in a related field; master’s or higher level of education preferred;
  • Experience in the execution and analysis of secondary research.
  • Demonstrated experience using participatory stakeholder engagement techniques to conduct primary research and design gender lending action plans.
  • Experience with monitoring and evaluation as it relates to gender lens investing required.
  • Minimum 10 years’ experience in the area of economic development and gender; West Africa and Senegal experience preferred.
  • First-hand knowledge and deep understanding of gender and economic dynamics that affect credit unions and SME lending in West Africa.
  • Strong research, analytical, and writing skills.
  • Strong communication skills and sensitivity to the target populations.
  • Fluency in French highly preferred; proficiency in English required.

Timing

The consultancy is expected to take place over a period of 18 months, and will be reevaluated at the completion of each deliverable. If international consultant must be able to spend a significant period of time in Senegal.
