UNODC hiring National Programme Officer/Monitoring and Evaluation.

The UNODC Sahel Programme supports the development of accessible, efficient and accountable criminal justice systems to combat illicit trafficking drug trafficking, organized crime, terrorism and corruption in the region.

It has been developed within the framework of the UN Regional Integrated Strategy for the Sahel, which the UN Secretary-General launched in June 2013.

The UN integrated Strategy for the Sahel revolves around three key objectives: making governance more inclusive and effective, building capacities to counter cross-border threats, and strengthening the resil­ience of the Sahelian people.

The implementation of UNODC activities through the Sahel Programme is coordinated with other United Nations agencies participating in the United Nations Integrated Strategy for the Region, including the United Nations Office for West Africa and the Sahel (UNOWAS), the Department of Peace Operations (DPO) and the United Nations Development Programme (UNDP), the Office of the High Commissioner for Human Rights (OHCHR), UNWomen and the offices of the Special Representative of the Secretary General and the Head of Mission of MINUSMA, as well as with other technical and financial partners present in the region (European Union including the EUCAP Sahel missions, INTERPOL, GIZ, Civipol, Expertise France, etc.).

The Sahel Programme is supported by contributions from Austria, Belgium, Canada, Denmark, France, Germany, Japan, Luxembourg, Monaco, the Netherlands, Norway, Spain and the United States.

In view of improving the impact of the Sahel Programme, the NPO will contribute, along with the Planning and monitoring officer, to monitor and evaluate the Sahel Programme and better communicate results to the beneficiaries and donors.

Job description

The National Programme Officer will provide substantive, organizational and coordination support for implementing the UNODC Sahel Programme. The focus of work is the monitoring (financial and substantive) of activities and the evaluation of impact.

The National Programme Officer will carry out the following tasks:

  • Contribute to the annual planning of activities
  • Support the organization of activities
  • Financial monitoring
  • Closure of projects and grants in UMOJA
  • Monitor the implementation of agreements
  • Coordinate technical inputs for impact assessment reports
  • Identify best practices
  • Provide technical and logistical support to the organization of activities
  • Contribute to the recruitment and orientation of new staff
  • Liaise with staff in the field
  • Empower newcomers in the use of UMOJA
  • Support the promotion of UNODC tools
  • Develop visibility tools
  • Undertake any other tasks as required.

Job requirements

Education:

  • Advanced university degree (Master’s degree or equivalent) in law, business administration,   human resources or equivalent. A first-level university degree (Bachelor/License) in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • 2 years of qualifying experience may be accepted in lieu of an advanced university degree.

Experience:

  • A minimum of five years of relevant professional experience in project management is required.
  • Experience in technical assistance in crime prevention and criminal justice is required.
  • Good knowledge of UMOJA is required.
  • Knowledge of UN system and its Administration and Finance rules is required
  • Familiarity with regional dimensions pertaining to the Sahel is desirable;

Language Requirements:

  • English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and French, i.e. oral and written proficiency, with excellent document drafting skills, is required.
