Organizational Setting

The Sub-Regional Offices (SROs) mainly consist of Multidisciplinary Teams (MDTs) and are led by Sub-regional Coordinators (SRCs). The SROs represent a critically important component of the decentralized strategy. They bring cutting edge technical expertise to the countries and serve as the first port of call for technical support.
Resilience Teams support, at sub-regional and country level, the development and implementation of programmes under Strategic Objective 5 ‘Increase the resilience of livelihoods to threats and crises’ and form an integral part of the sub-regional MDTs.

Reporting Lines: The Sub-Regional Resilience Officer (Team Leader) reports to the Sub-Regional Coordinator and is supported technically and programmatically by the Strategic Programme Leader, Resilience Programme (SO5) / Director, Emergency and Resilience Division (PSE).

Technical Focus: Support to implementation of FAO’s resilience agenda at global, regional, subregional and/or country level.

Key Results: Leadership and technical policy expertise for the planning, development and implementation of resilience programmes and  projects at sub-regional and country levels in accordance with FAO Strategic Objective 5.

Job description 

Coordination at the sub-regional level 

  • Provides leadership to FAO’s work on resilience and supervises FAO sub-regional resilience team, ensuring coordinated and effective support to resilience programming at the sub-regional and country levels.
  • Liaises with resilience and humanitarian actors at sub-regional level and represents FAO in interagency coordination meetings and programming exercises undertaken by the resilience humanitarian and early recovery community, working closely with the sub-regional organisations and partners.
  • Supports the FAO Representations in resources mobilization for resilience projects and programmes; organizes/participates in regular donor meetings, as appropriate, informs the donor community on the prevailing livelihoods, food security and nutrition situation.
  • Facilitates SP5 country support process and across SPs collaboration in close collaboration with the regional office and SP5 Management Team.
  • Policies, programmes to protect, restore and improve livelihoods and food security
  • Provides strategic and policy guidance as well as required training, capacity development in resilience, food security and nutrition for national governments and sub-regional institutions.
  • Supports the national teams in identifying CPF priorities and implementing FAOs resilience programmes and project, providing programming and technical support.
  • Coordinates monitoring, evaluation and impact assessment of resilience policies and programmes.
  • Facilitates efforts in Early Warning Early Action and Disaster Risk management.
  • Ensures that nutrition, gender and accountability to affected populations dimensions are integrated in FAO resilience programmes in the sub-region.
  • Food security and resilience analysis to inform policies and programmes
  •  Prepares analytical and information notes on food security and resilience shared with all the sectoral stakeholders and used for policy decision making at country and Sub-regional levels.
  • Identifies strategic priorities for FAOs role in resilience and contributes to improved preparedness for, and effective response to, food and agricultural threats and emergencies in the sub-region.

Knowledge Management

  • Promotes lesson learning and sharing of best practices at country and sub-regional level for upscaling and policy preparation.
  • Facilitates knowledge management and access to information in partnership with sub-regional organizations and SP5 Global team

Job requirements

Minimum Requirements

  • Advanced University degree in political sciences, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or related field
  • Ten years of relevant experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risks
  • Working knowledge of French and limited knowledge of one of the other FAO official languages (Arabic, Chinese, English, Russian or Spanish)
