Management Sciences for Health (MSH) seeks a Monitoring, Evaluation and Learning (MEL) Specialist, reporting to the Project Director, for the five-year Global Health Security through Strengthened Community Based Surveillance project to expand Integrated Disease Surveillance and Response (IDSR) to the community level in Senegal. Currently IDSR surveillance with documentation and reporting exist from National, Regional, District to Health Zones. The Senegal program will support IDSR surveillance at the Health Zone or Community Health Post Level, to allow documentation and reporting of IDSR priority diseases and specific health events from specific communities or villages by village volunteers or village alert committees (CVACs). Project support will include system strengthening & capacity building activities to detect, prevent, & respond to infectious diseases, outbreaks, PHEICs, or other health threats. The MEL Specialist will oversee the design and implementation of the monitoring and evaluation system for reporting measurable progress toward achieving short-term and intermediate outcomes, and maintaining reporting procedures and guidelines, in compliance with MSH and CDC systems and requirements.

Specific Responsibilities

  • With support from MSH’s home office M&E staff and in collaboration with CDC, design and implement the Project’s M&E system for the program, including the development of M&E tools, strategies, performance indicators, and targets, setting up and monitoring data collection and data quality mechanisms, monitoring project progress, contributing to the writing of quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.
  • Develop and update the Data Management Plan (DMP) throughout the project.
  • Supervise and coordinate MEL activities across the program. Provide technical inputs, in collaboration with the technical staff, to assist in developing program goals and objectives and provide monitoring data to support adaptive management using evidence to inform decision making that improves project performance.
  • Establish strong data quality assurance systems including routine data quality assessments and data quality audits, as needed.
  • Provide regularly updated reports on the status of implementation against the project goals and objectives to the Country Project Director, CDC and other program staff and stakeholders as required.
  • Lead a collaborative design process with CDC and project stakeholders of rigorous evaluation studies to document project outcomes and impact, oversee the implementation of evaluations, and use evaluation findings for continuous program quality improvement.
  • Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.

Qualifications and Experience

  • Advanced degree in a relevant discipline (i.e., statistics, quantitative/qualitative data analysis, management, public health) and direct relevant experience in quantitative and qualitative data management and analysis; measurement and/or performance assessment of capacity development approaches and programs; and translating data into actionable information.
  • Minimum of 7 years’ experience collecting, analyzing and managing donor funded project data of health projects.
  • Experience in Senegal providing M&E leadership, technical, and management expertise for effective and efficient program implementation.
  • Demonstrated experience supervising and coordinating MEL activities across multiple staff.
  • Excellent command of monitoring and evaluation methodologies as well as M&E capacity assessment methodologies.
  • Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
  • Experience providing technical assistance and building the capacity of project staff, STTA providers, and other stakeholders in the development and implementation of monitoring and evaluation systems; and in the collection, utilization, and dissemination of data.
  • Ability to influence program policy and operational decisions, demonstrated by previous experience in leading the development and implementation of M&E frameworks and tools.
  • Excellent skills in MS Excel, Word, PowerPoint, and DHIS2 preferred.
  • Experience with CDC programs/projects strongly preferred.
  • Strong oral and written communication and presentations skills in English.
