About GGGI
Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. In the newly approved Strategy 2030, GGGI is driven by the vision of “a low-carbon, resilient world of strong, inclusive, and sustainable growth”.
This year, GGGI has a budget of USD 56 million and operations in 33 countries that produce approximately 100 green growth policy advisory outputs, 35 adopted green growth policies, and 70 knowledge products as well as mobilizing approximately USD 700 million in committed green and climate finance per annum. By 2030, GGGI will grow to at least 50 countries if it can mobilize revenues on the order of USD100-110 million per annum. At this scale, GGGI targets to mobilize over USD16 billion in green and climate finance commitments for its members. Our ex-ante impact assessment shows that GGGI would support its members to reduce emissions by an estimated one Gigaton of CO2e, generate 2 million green jobs and provide sustainable services to 100 million people.
About Country Program
GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation and Investment and Policy Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.
The project is aligned with GGGI-Senegal programming, which is structured around: (i) a roadmap for the implementation of the green secondary city development guidelines; (ii) the institutionalization of green governance in Senegal; and (iii) the development of financing mechanisms for green bankable projects. This will contribute to strong and sustainable macroeconomic growth and catalyze a structural transformation in Senegal, reducing poverty and promoting social inclusion. The project supports the development of green secondary cities which responds to the government ambitions: (i) using secondary cities as “growth poles”; (ii) tapping into enormous growth potentials of secondary cities; (iii) taking advantage of new patterns in urbanization; and (iv) integrating green governance into the planning and development tools, instruments and processes.
The project will focus on three dimensions: 1) plastic waste; ii) waste from electrical and electronic equipment (WEEE); and iii) domestic wastewater.
Reporting to the Country Representative, the Project Coordinator for the Green Secondary Cities Wastewater, Plastic Waste and WEEE Management Project through Innovative Business Model for Recycling and Valorization in Senegal will provide project management and technical support to the Global Green Growth Institute (GGGI) Senegal Program. It’s a four-year project funded by the Ministry of Environment, Climate Change & Sustainable Development of the Grand-Duchy of Luxembourg.
This support will be in close collaboration with the National Sanitation Office of Senegal (ONAS), the State IT Agency (ADIE), the Solid Waste Coordination & Management Unit (UCG), City of Dakar, City of Tivaouane, City of Touba, the Ministry of Environment and Sustainable Development, the Ministry of Local Governance, the Territorial Development and Administration, Ministries in charge of the Economy and Finance, The Ministry of Youth, Employment and the Promotion of Civic Values, the Ministry in charge of Telecommunications, Postal Services and the Digital Economy, other Cities & Institutions related to the the Project’s area of focus.
The Project Coordinator will conduct the implementation of the four-year Luxembourg funded Project titled “Green Secondary Cities Wastewater, Plastic Waste and WEEE Management: Innovative Business Model for Recycling and Valorization in Senegal”. He/she will lead a team of at least three components managers, admin & management staff, drivers, several firms, as well as internal (GGGI), external part-time experts, interns and individual consultants to ensure timely and high-quality delivery with the assigned budget.
Purpose
- Coordinate the project implementation including, budget and work plan design and development, work distribution across the team and assists members to balance competing priorities; monitors work progress; provides substantive technical inputs and necessary support.
- Ensure overall monitoring of all approved work plan activities for the project and producing timely and quality progress reports with gender disaggregated data. This include both GGGI, Luxembourg and Government reporting tasks when applicable.
- Provide technical and analytical inputs to support project output and outcome delivery by compiling research case studies, and other illustrative materials;
- Ensure the preparation of recommendations and comprehensive reports related to solid waste management, wastewater management & E-waste management with including collecting and synthesizing information, undertaking research, data manipulation, critical thinking and analysis, problem solving and formulating practical solutions and strategies;.
- Analyzes and advises on the impact of various policy alternatives and options for recycling and valorization.
- Attends meetings as required related to the functions above.
- Performs related duties as assigned.
Engagement
- Advise country representative with data driven substantive inputs and analyses on project activities, implementation, progress and timelines;
- Collaborate with other country and project teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”;
- Maintain active professional relations with partner governments and other key stakeholders to capture and integrate their changing green growth needs and manage “client” expectations;
- Promote green growth and the GGGI methodology with the donor community and other stakeholders;
- Advise GGGI on opportunities for engagement in the national context, demonstrating effective adoption of the GGGI approach
Delivery
- Ensure effective implementation of quality programming and donor compliance with ongoing strengthening of internal monitoring and evaluation systems;
- Ensure positive relationships with stakeholders, donor and other partners;
- Ensure timely and quality reporting to donors including: start-up workplans/detailed project implementation plans, baseline reports, annual workplans, progress reports, etc.;
- Organize and manage work of staff and consultants under the project to ensure high quality and timely delivery of the outputs
- Organize periodic evaluations of projects as necessary;
- Works with the Country Office Team and other colleagues to standardize and further strengthen Program
- Compliance monitoring systems and tools across the project;
- Work with Finance team to review and oversee relevant budgets;
- Organizes forums to share successes and program learnings with donors, partners and peers;
- Participate in and/or take the lead in key project workshops and meetings as required;
- Prepare and submit the monthly, quarterly and annual reports and any other required reporting according to GGGI procedures.
- Lead the preparation of the annual evaluations and the end of project audit.
Qualifications
- University degree in Sanitary Engineering, Civil Engineering, Solid Waste Environmental Engineering, Development Studies, Social Sciences or Community Development preferably with specialization in an area pertaining to sanitation
- Minimum of 8 years of professional work experience in waste Management system development; strategy development and practical waste services experience, preferably in an international setting.
- Proven track record in international development project management including participatory planning, report writing and financial management
- Strong experience in participatory processes and community-based work
- Proven success as a People Leader – team building, mentoring, etc., with exceptional skills in building productive working relationships with team colleagues, field offices, donors and other partners
- Exceptional skills in building productive working relationships with colleagues, field offices, stakeholders, donors and other partners
- Strategic thinker and solutions-oriented manager with good ability to multitask and work in a matrix environment
- Good knowledge in monitoring and evaluation systems within a performance-based management context.

- Strong interpersonal skills to work effectively in a collegial manner in a team-based context
- Excellent computer skills using Microsoft Office (Word, Excel and Power Point), Database, MS Project, etc., and internet use
- Ability to review, synthesize information and produce high quality donor reports
- Ability to establish priorities in a time-sensitive environment, and meet deadlines with strong attention to detail
- Familiarity with Green Growth and Senegal context with solid experiences dealing with government counterparts
- Excellent communication, presentation and writing skills.
- An excellent command of spoken and written French and English. Fluency in the local language is preferred.
