This post is located in the UNODC Regional Office for West and Central Africa (ROSEN), in Dakar Senegal. The Crime Prevention and Criminal Justice Officer will work under the direct supervision of the UNODC Regional Representative for West and Central Africa and the substantive guidance of the UNODC Justice Section based in Vienna. S/he will also liaise and cooperate closely with all relevant substantive UNODC Headquarter (HQ) Sections and the Regional Section for Africa and the Middle East (RSAME) of the Division for Operations.

Job description

Within assigned authority, the Crime Prevention and Criminal Justice Officer (Justice) will be responsible for the following specific duties:

  • Provide assistance in the implementation of the UN and other International Conventions on drugs and crime, as well as technical guidance on internal programme and project related matters in the area of legal assistance and criminal justice sector reform.
  • Provide expert legal advisory services of a high professional standard to requesting Governments in West/Central Africa by providing substantive assistance and guidance to Member States in the drafting of legislation on trans-national organized crime, criminal justice reform, and other areas within UNODC’s mandates, in line with the respective international legal instruments, norms and standards.
  • Carry-out assessment/advisory missions to counties, review draft or current domestic legislations, assist governments in the revision/drafting of National Plans of Action and elaborate detailed technical assessment reports for successive legal/criminal justice reforms.
  • Coordinate the development of legislation reviews, institutional assessments, preparation of evaluations or research activities and studies, and provide direct project assistance to relevant bodies; coordinate the development of legal tools (in particular publications), the development and dissemination of strategies and oversee the organization and conduct of workshops, seminars, e.g. either for training purposes or for normative development purposes.
  • Carry out programmatic/ administrative tasks as per the project logframe for the achievement of expected results based on performance indicators; draft project and donor reports; coordinate activities related to budget and funding; supervise project expenditures and utilization of funds related to the project; ensure compliance with United Nations financial rules and regulations and initiate project and/or budget revisions.
  • Elaborate and draft new programme ideas and documents on human rights and criminal justice reform issues.
  • Mobilize additional resources for programme activities, especially by presenting and coordinating substantive information to donor agencies.
  • Prepare fundraising concept notes supporting the project’s objectives and outcomes in line with UNODC strategic frameworks.
  • As required, supervise and guide other project staff, mentors, consultants, Associate Experts, and interns in their work; and
  • Carry out other work-related tasks, as assigned.

Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Education

Advanced university degree (Master’s degree or equivalent) in law, criminology, political or social science, criminal justice, international relations, public administration, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university.

Work Experience

A minimum of 7 years of progressively responsible professional experience in crime prevention and criminal justice matters, in particular justice reform and access to legal aid, as well as in managing integrated programmes in relevant areas is required.
Work experience in the United Nations system or similar international organization, as well as a broad understanding of the situation in developing, transitional or post-conflict countries in matters related to crime prevention and criminal justice matters is also required.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French, i.e. oral and written proficiency, is required. Knowledge of other United Nations official languages is an asset.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
