The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable town and cities with the goal of providing adequate shelter for all.

The position is located with the Regional Office for Africa of the Regional Programmes Division and based in Dakar, Senegal. The Programme Officer reports to the Senior Human Settlements Officer overseeing Western Africa. The focus of this position is implementation, monitoring and evaluation of programmes and activities related to the Center of Excellence on Housing (CEH) for the WAEMU (Western Africa Economic and Monetary Union) countries and UN-Habitat portfolio in the sub-region.

The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat’s activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.

UN-Habitat’s Regional Office for Africa manages UN-Habitat’s project portfolio in the African region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from Member States.

Under the overall supervision of the Senior Human Settlements Officer overseeing Western Africa, the incumbent will be responsible for the following duties:

Job description

  • Participates in the development, implementation and monitoring of programmes and activities, particularly the Center of Excellence on Housing (CEH) for the WAEMU (Western Africa Economic and Monetary Union) countries, as well as other UN-Habitat portfolio in the sub-region; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties including, donors, academic institutions and experts; identifies and tracks follow-up actions.
  • Performs assignments by planning and facilitating the delivery of activities particularly capacity building and training workshops and courses for urban stakeholders and assisting in developing action plans and monitoring tools.
  • Researches, analyzes and presents information gathered from diverse sources, including for national studies, as well as reports to donors and clients.
  • Assists in policy development, including the review and analysis of issues and trends related to urban development and housing in Western Africa.
  • Assists in ensuring the long-term institutional anchoring and operational set-up of the CEH within the University of Ouagadougou in Burkina Faso and the University of Dakar in Senegal and through partnerships with other academic institutions in the region.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues, and prepares conclusions.
  • Prepares various written outputs, e.g. capacity-building and training manuals and curriculum, draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., which includes proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; designs, conducts and facilitates capacity-building and training workshops and courses, seminars, study trips, expert exchanges etc.; makes presentations on assigned topics/activities.
  • Participates in or leads field missions, including provision of guidance to external consultants, government officials, academic institutions, private sector and other parties and drafting mission summaries, etc. Fosters partnerships with a large variety of structures and institutions working on housing and urban related issues in Western Africa.
  • Coordinates activities related to reporting, budgeting and funding (programme/project preparation and submissions, progress reports, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Job requirements

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, social sciences or a related area. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible work experience in project or programme management, administration or related area in the context of urban development and housing is required.
  • Capacity-building and training as well as networking and partnership management skills is required.
  • Familiarity with the context of urban development in Western African countries and work experience in the region is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in both English and French is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
