In line with the objectives set out in the Senegal Emerging Plan, the Ministry of Health and Social Action (MoH) has recently validated its third National Health and Social Development Plan (PNDSS), for the period 2019-2028. The PNDSS is a reference document for the sector and serves as a link for all the activities of national and international actors working in the health sector.

This plan was costed and an initial resource mapping was conducted as part of the SRMNEA Investment Plan to identify available resources for reproductive, maternal, neonatal, child and youth health for the period 2018-2022. CHAI is supporting the Cellule of Health Economics of the MoH to update and extend this resource mapping to the entire health sector.

Drawing on a resource mapping approach CHAI has used across eight countries, CHAI will work with the MoH of Senegal to develop a tailored, Excel-based, dynamic data collection tool that can be institutionalized within the government. In parallel, CHAI will, to the extent the information is available; quantify resource gaps by comparing the data collected on resources available to the estimated cost of the health sector strategies (PNDSS).

Description of Role

CHAI is seeking a highly motivated Analyst with outstanding credentials and analytical abilities. Reporting to the Health Financing Associate, the Analyst will provide integrated support to the MoH in Senegal to conduct the resource mapping.

The analyst will interact with key stakeholders from the Government and the Financial and Technical Partners (PTF) in the field of health in Senegal. The Analyst must therefore have excellent analytical skills, relationship building and communication skills. The Analyst must be fluent in French and English and have excellent command of excel and works well with big databases. She/he must have a strong commitment to excellence with a keen eye for detail.

This Analyst will be based in Dakar, Senegal.

Responsibilities

  • Reviewing sources of information including reports, data and literature to inform and develop resource mapping process
  • Support the development of the resource mapping tool and all its supporting documents.
  • Assist in conducting a series of training sessions to train actors on using and filling the resource mapping tool.
  • Assist with data collection and analysis. This will include liaising with development partners in the collection of data and identifying the type and detail of data necessary, and how this map to the data available from partners.
  • Support the government to apply resource mapping results to identify gaps against strategic plans and guide the allocation of resources, as well as to strengthen planning processes and other government priorities
  • Develop and deliver compelling materials, graphs and PowerPoint presentations to inform evidence-based/data-driven decision making
  • Other tasks assigned by the Program Associate

Qualifications

  • Bachelor’s degree in public health, health economics or related technical field
  • Minimum of 2 years’ professional work experience
  • Familiarity with global health issues, and concepts of health system strengthening
  • Excellent problem solving, analytical and quantitative skills
  • Strong communication, presentation, and writing skills
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word
  • Exceptional interpersonal, written and verbal communication skills, and an ability to build professional relationships with key stakeholders, negotiate and achieve consensus
  • Ability to react quickly to ad-hoc requests while managing an existing workload and meeting deadlines
  • Ability to navigate government processes with multiple stakeholders
  • Previous work experience in sub-Saharan Africa
  • Fluent in French and English, proficiency in both written and verbal
