Under the overall supervision of the Senior Regional Resource Management Officer (SRRMO) at the Regional Office (RO) Dakar and direct supervision of the Regional Resources Management Officer (RRMO); and, in collaboration with relevant units at Headquarters, Administrative Centres, and the Country Offices (CO) in West and Central Africa, the successful candidate will be responsible and accountable for managing the day to day functioning of the Finance team of the RO Dakar and support as requested in all finance and administration issues CO’s in the region.

Job description

  • Ensure correct recording of all RO transactions as well as their documenting by E-Filing to support the efficient running of all related processes.
  • Support building and monitoring budgets for RO Dakar and the CO’s in West and Central Africa.
  • Liaise and maintain strong relationships with the other departments (Logistics, IT, projects) and offer support as required.
  • Maintain the proper functioning of the circuit of financial documents in RO Dakar.
  • Verify all RO month end closure documentation, adjust, correct, and signal to the RRMO/SRRMO as required.
  • Maintain the correct balance between the PRISM records and the official Bank/cash statements.
  • Assist in the preparation of financial reports for projects as requested ensuring coordination with the Regional Accounting Support (RAS) in view of obtaining the proper endorsements.
  • Ensure that all expenses are properly recorded, and all payments are executed in a timely manner.
  • Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud.
  • Make suggestion for procedural improvements, identify bottlenecks and recommend actions to resolve sensitive situations.
  • Provide technical information and guidance to project management colleagues from RO, or as indicated, by offering financial information as required.
  • Perform any other tasks assigned by the direct supervisor.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution with two years of relevant professional experience, or;
  • Master’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in administrative and financial management, budget monitoring, cash management and internal control procedures;
  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis, and;
  • Experience supervising the development and implementation of administrative control procedures.

Skills

  • In depth knowledge of the double ledger accounting;
  • Knowledge of UN and humanitarian organizations administration;
  • Knowledge of International Public Sector Accounting Standards (IPSAS);
  • Proven management skills preferably leading at least 5 persons in a French speaking country.

Languages

  • Fluency in both French and English is required. Working knowledge of Spanish, Portuguese, Wolof and/or Bambara is an advantage.
