What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Context

The ICRC supports the economic security of individuals, households and communities affected by armed conflict and other situations of violence by helping them to cover their essential needs and maintain or restore sustainable livelihoods. Acknowledging the need of better data and stronger analysis in order for its programmes to be more effective and evidence-based, the Economic Security (Ecosec) Unit set up the international analysis & evidence team.

Purpose

The Regional Analysis & Evidence Specialist leads and advises on the development and implementation of assessment, analysis, monitoring and evaluation plans aligned to ICRC and EcoSec in delegations in Western and Central Africa. This includes providing high-level analytical support and technical advice to EcoSec field teams, coordinating monitoring activities, managing or supporting the management of impact evaluations, supporting thematic and mid-term reviews. You lead and advise on the formulation of country monitoring & evaluation strategies and play an advisory role in response analysis, project development and other initiatives.

Accountabilities & Functional responsibilities

  • Develops data-management guidelines, tools and training modules for the  Ecosec Unit to be institutionalized and applied across delegations in Western and Central Africa.
  • Organizes and conducts economic security/vulnerability assessments in sudden onset emergencies and/or, produces reports and supports operational planning.
  • Supervises regional and country level EcoSec information management systems.
  • Formulates regional Monitoring and Evaluation strategies and support their operationalization.
  • Advises EcoSec coordinators in delegations in Western and Central Africa, and EcoSec Head of Support in addressing recommendations from monitoring, reviews and evaluations.
  • Builds Analysis & Evidence capacity of EcoSec staff and Red Cross or Red Crescent National Societies through training and information sharing.
  • As relevant, collaborates with other organisations (e.g. food security cluster) on region/country-level inter-agency analysis, monitoring, reporting and evaluation.
  • Maintains relationships with key internal and external partners.
  • If and when applicable, leads complaint and feedback mechanisms activities.
  • At the planning and operational plan design stage, advises the EcoSec Coordinator(s) or is directly responsible to develop Monitoring & Evaluation framework(s).
  • Drafts programme, project and activity monitoring reports and supervises the data analysis.

Desired profile and skills

  • Minimum of five (5) years of professional experience in food security, vulnerability, assessment, analysis, monitoring & evaluation, information management or a closely related area.
  • Degree in data analysis, M&E or equivalent
  • Proven field experience in leading surveys, and multiple assessments.
  • Previous relevant international humanitarian experienceExperience in early warning and remote sensing and familiarity with the speciality software applications associated with them.
  • Experience in monitoring and evaluation with a background and interest in the analysis of socioeconomic issues and related matters.
  • Experience in statistical analysis and mapping software like SPSS, STATA, R.
  • Experience in collecting geospatial and socioeconomic data, conducting quantitative and qualitative analyses, and reporting findings to senior leaders.

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 6 months
